Walker Sime were responsible for assisting with the re-tendering and procurement of the standing offer contracts with four framework sub-contractors for the single and multi utility connections contracts awarded by United Utilities Networks Limited, totalling £6 million per year for 2 to 3 years. The re-tendering included an OJEC notice and a pricing structure aimed at achieving best price, and which delivered a significant net reduction in baseline costs. Walker Sime also provided commercial management of the contracts post contract, negotiating and settling valuations, variations and claims with the various contractors. An important element of the services was assisting the UUNL contract managers and providing commercial support and coaching. Walker Sime have subsequently carried out a similar exercise for the Water connections Standing Offer contract worth £10 million per year for three years.
